Clearance
- Instrument
- BD/BNBR/OR/2
- Office
- Registry, under the seal
- Status
- In force. Scope only. The record itself is not printed here.
Clearance is issued in five tiers. A higher tier may read the material of every tier below it. A lower tier may not read upward. This register names the scope of each tier. It does not reproduce mail, channels, bulletins, or files.
-
I
Open record
The mandate, this register, and the notice to correspondents. No method, no specimen, no directive.
-
II
Observer
Briefings, and summaries of method from which sensitive detail has been removed. An observer does not attend the bench and does not hold a protocol.
-
III
Laboratory
Protocols, the specimen index, and restricted methods. Laboratory material is not copied into an observer briefing except as a summary of timing or result.
-
IV
Directorate
Internal directives, the clearance of staff, and traffic between offices. A file moves upward only with a clerk’s mark.
-
V
Bureau
The full archive, including neural and genetic case files, and the authority to issue directives under the seal. Distribution below this tier is by consequence, not by the file.
An identifier is issued for one tier. Use of an identifier above its tier is refused. Loss of an identifier is reported to the registry in writing. The registry does not confirm, on the open record, whether a named person holds a tier.
