Mandate
- Instrument
- BD/BNBR/OR/1
- Office
- Registry, Bureau of Neurological and Biological Research
- Status
- In force. Open record.
The Blackwell Directorate maintains the Bureau of Neurological and Biological Research. The bureau is charged with the study of nervous function, of the organism in which that function is carried, and of the genetic record of both. This instrument states that charge. It is the whole of the open record on the subject.
-
Art. 1
The Directorate keeps a bureau for neurological and biological research. The bureau works under the seal, and under the words set in that seal: for the advancement of humanity.
-
Art. 2
The objects of study are three. First, the function of the nervous system. Second, the organism that sustains that function. Third, the genetic record as it bears on the first and the second. The bureau does not publish, on this page, the purpose to which a finding may later be put.
-
Art. 3
The open record consists of this mandate, the clearance register, and the notice to correspondents. Methods, specimen indices, directives, and case files are not open. They are issued by clearance, and only to the tier that may hold them.
-
Art. 4
A higher tier may read what a lower tier may read. The reverse is not permitted. Absence from the open record is not a denial that a file exists.
-
Art. 5
Citation of this instrument is by its number, BD/BNBR/OR/1. Correspondence that belongs on the open record is addressed as the notice directs. Operational traffic is not accepted here.
